Which college or universities are best in UK and where is examination to study in UK

Which college or universities are best in UK and where is examination to study in UK?
i live in myanmar and studying in British council .I am 17 and haven't finish my universities . Now , i want to study and live in UK.

Oxford university is good one. And also Cambridge is an exellent one too, but expensive. I mean, ALL OF THEM are expensive. I hope I helped!
