I moved to a colder place, and all of a sudden I have acne.. is it because of the location

I moved to a colder place, and all of a sudden I have acne.. is it because of the location?
I was born in Burma and have lived there, Malaysia, and then Los Angeles; I had never really had acne for those 20 years of my life, but then I moved to Santa Cruz, CA, last year.. and now I have insane acne! I mean it's not INSANE, but it is noticeable. The worst part is that it scars. I also cannot keep my hands off my bumpy-ass face, so that part sucks, as well. Santa Cruz is about 10 degrees colder, has very clean air, and a little bit more humid than LA. But I don't think it is humidity, since Malaysia is the most humid place ever. Also, I live in a high-elevation area, so the air definitely is different from LA. Could this be the cause? And if so, what will help? Benzoyl peroxide and salicylic acid have not helped, and I really would like to stop feeling so ugly while still being able to live in Santa Cruz. Thanks in advance :)
