(living in China)... China a reluctant refuge for people from Burma...?
Burma was conquered by Britain during a bloody 62 year long war (1824-1886). Burma was incorporated into Britain's colonial empire and suffered accordingly. Freed from British tyranny in 1948, Burma has struggled ever since. Burma is now renamed Myanmar, but that has not changed its luck. Some Burmese people want to move to China. Your link gives an error message. I can't really see China being a refuge for people from Burma it has a habit of sending North Korean refuges back to North Korea because they see them as illegal economic migrants. I have the same feeling that any one from Burma would be seen as a illegal economic migrant and be booted out of China too.

The British did awful things in Burma. China sympathizes.
