The country I'm trying to write to is Burma or Myanmar. Is there any precautions I must take? How long will the mail take to arrive? Can I even send mail to the country?

Of course you can send mail to Burma. Hell, you can send mail to Iran if you want. International mail delivery is regulated by the International Postal Union, and every country on the planet is a member. That said, there is censorship of the mail in Burma. It can be dangerous for a Burmese person to receive ANY mail or packages from abroad, no matter what the contents.

Sure, you can send a letter there. Just write it, put it in an envelope, address the envelope, put 98 cents postage on it, and it'll get there. I'd guess it would get there in a week, maybe longer.
